Rules and Regulations

We will use the National Federation of High School rules for all games with the noted exceptions. Warm-up and game balls are not provided. 

HoopPlayUSA.com is age based with grade exceptions. Birth Certificates will be used to prove age. Report cards, principal letter on the school letterhead, or school year book can be used to prove grade. See Eligibility. PLAY HONEST! LET’S SET GOOD EXAMPLES! 

Teams are allowed to press or play full court defense until the scoring margin reaches 20 points for all ages. The winning team may only play half-court defense and the clock only stops for time outs. 

We will play 4 quarters. For 12U/6th grade and below each quarter will be 8 minutes and for 13U/7th grade and up each quarter will be 9 minutes with the clock stopping the last minute of each quarter on all dead balls. When 11U and 12U are combined we will play 11U rules. When a player is to shoot foul shots, we ask that you hurry your team to the foul line and lane. 

1st overtime is 2 minutes and the second overtime is 1 minute. The third overtime is sudden death with the first team to score a field goal or a free throw is the winner. Each team will only have 1 time-out during each overtime. Time outs DO NOT carry over.

Teams will be given a five-minute warm-up time between games and a four-minute halftime. There will be one minute between each quarter. Each team will have 1 full timeout and 1 30 second timeout per half, timeouts do not carry over. Halftime and warm-up time between games may be shortened if games run behind. 

The team listed first is responsible for the official book and the team listed second is responsible for the clock, if not provided by Elite Sporting Event staff, be prepared in advance for these duties each game. 

We will use a 28.5 inch ball for all girls and boys 12U/6th grade and below and 29.5 for 13U/7th grade boys and up. 

You must check the posted times for changes. We will start games early. Be at least an hour early to each game unless you are the first game of the day, then only 30 minutes.

In pool play, when it is not feasible to play round robin, teams are drawn at random. 

Teams are seeded out of pool play and all teams advance to bracket play. 

Teams finishing with the same record in pool play or in playing a round robin championship; we will use the following rules for tie breakers, 1st record, 2nd head to head, 3rd total point difference of all games you played with a maximum of 20 points for any one win and 8 point win for forfeits, 4th fewest points allowed rewarding the defense, 5th coin toss. 

Teams must provide their own warm-up and game balls and the home team is responsible for the game ball.

Proof of Eligibility: 

Coaches must have a birth certificate, an unexpired passport, valid driver’s license or valid state ID for proof of age. For any player who is using the grade exemption must also provide a school report card, transcript, a principal letter or a school year book. Year books are acceptable and are preferred. 

You have to show proof or the player(s) in question are ineligible until proof is submitted. We will not hold games up while proof is being found, please have documents with you at all times. Teams that have player(s) found ineligible after bracket play has been seeded and games have started will be given forfeits for all games played in bracket play. Teams may continue in the tournament without the ineligible players. Teams found with ineligible players during pool play will take a forfeit for games the player(s) played in and will affect seeding for bracket. A player may play on two different teams that are in two different grade brackets. Players are not allowed to play on two teams in the same grade division. Girls are not allowed to play in boys’ tournaments and boys may only play in the boys’ tournament. No Coed.

Rosters 

You must complete a roster prior to the tournament with the players name, grade and school. Rosters will be checked. You cannot add players to your roster after the stated period and you have reviewed and signed off on it. You may change your roster by email (iplay@hoopplay.com) up until you check in. You will sign off on your final roster for the tournament before you play your first game. A team adding players during the tournament will take forfeits for each game the ineligible player(s) played in. Only in an extreme emergency and with the directors written approval a team may add a player if your roster falls to 4 players before your next game. You can start a game with 4 players and end with 3 players. Exclusions to large tournaments can apply. 

Protest 

Protest must be made to the site directors or the Director of Officials by the coach only. This must be made before the game and/or before the end of the game that is in question. No protest will be recognized by a coach protesting a game, player or team that is not competing in that division. If a player is found ineligible the team will take a forfeit for each game the player has played. The team may continue in the tournament, without the ineligible player.

Conduct 

A coach is responsible for his/her team and their fans conduct. A coach that is ejected in a game is eligible to coach the next game but the coach that has been ejected 2 times in the same event will not be allowed to coach for the remainder of the event. A team without a designated coach will forfeit the rest of the tournament. A parent or assistant coach may coach the remainder of the tournament. Fighting is an immediate ejection and those involved will not be allowed in the building(s) for the remainder of the event. 

There are no warnings for fans. A fan that has been ejected from a game may return for the next game only if the site director permits the return. There are NO REFUNDS. There are no refunds including partial refunds for games not played.
